doc: document `dfx` setting of compiler options #3570

In a "motoko" : section you can pass "args" : to the moc compilation step. But please check if it still works like this, since it was at least a year ago that I added it...

I think this documentation better goes in the SDK repo? The args field is under defaults { build: { ... } }.
