Set up NNS in local replica for testing #74

Previously we set up a dummy ledger canister in CI, which is sufficient to test transfers, but to test staking we need to set up a proper NNS in the local replica. This PR does that. Also bumps sdk & other deps, cleans up unused files a bit.
