Acceptance Criteria:

[ ] As a DFINITY employee, I know the right answer to give about writing canisters in Rust, and there is a single best URL to link people to to learn how to do this.
[ ] I can use this to deploy canisters locally to dfx@latest start
[ ] I can use this to deploy canisters to Tungsten
[ ] I can use this to deploy canisters to Sodium
