step 4: when initial_swap_amount_e8s from self created sns-init.yml doesnt match the -sns-token-e8s argument from open_sns_sale.sh , the proposal silently fails

we should provide a better warning, why can i even submit this
why is it even needed to specify this again, if its already set in the sns-init.yml?
