Subgroups #5

In the spirit of the suggestions by @legendface66, I suggest we start splitting up into subgroups with defined tasks. The end result of the subgroups' work will usually be a pull request that can be voted on by the members of the working group.

Thanks for volunteering to lead these subgroups. If you could each make an issue that tracks your Subgroup, that would be great. Let's use a format for the title like: Subgroup: Mission Statement

@legendface66 for right now the best way to get involved is to continue sharing your ideas here https://github.com/dfinity/wg-governance/issues/2. We want to get a lot of community feedback on these principles. We'll use that issue to track all of the ideas, and what people think of them.
