ICRC-21: Refactor consent message error types

This refactors the ICRC-21 error handling to be more ergonomic and specific:

• The opt is dropped from the API in favor of the ICRC-1/2 generic_error
• The non-generic errors are relieved from having to provide an error_code as the variant already indicates the type
