This PR updates the master with recent dev changes that pass the tests and include:

• removing deprecated AP object methods
• validating the BAPE algorithm (it actually works!)
• adding convergence diagnostics/properties
• adding documentation
• adding BAPE algorithm example notebook
• adding scaling/accuracy example notebook for BAPE algorithm applied to rosenbrock fn
• starting genetic toggle example from Wang & Li (2017)
