Refactor atlas-summary-stats generation #241

ATM this has been dumped into the 'load samples' example (https://github.com/dfm/tess-atlas/pull/240). Hackily done to focus on the paper.

In the future, we would like to

  1. put this in its own module + have a CLI command for it
  2. automate it to run right after all TOI analyses jobs are complete
  3. store in nectar
  4. setup API to allow users to download
