Marc-André Long needs a different set of web services for the stock assessment survey open datasets.

The problem: The team wants to be able to interact with a REST service instead of the data resource file. The current REST service displays the cruise track (line data) instead of the point data.

I will start by producing a new CSV that can be used to generate the requested WMS and then we'll take it from there.

Sorry, I am overcomplicating... I think the data CSV can just be used directly to create the second WMS.
