OPEN DATA: RST Restigouche (UPDATE)

• [x] have the data steward provide an updated dataset
• [x] have the data steward update the metadata record and re-certify
• [x] David needs to create the open data reports (WMS and data) and attach them as storage files.
• [ ] un-submit the record from open data and have CDOS update the data file (and WMS if needed)
• [ ] update the metadata record on FGP
• [ ] Re-publish the metadata on FGP/EDH
