sktools exports different version to other skprogs binaries #34

The sktools script export a date based version (22.1), while the skprogs binaries export a semantic version 0.9, both are inconsistent with the tagged version (see #33).

I've added now our usual tool for setting the version numbers consistently (#37) . At the next release, we should have it consistent everywhere.
