Suggestion for embedding user recipes directly in the SkProgs repository. We can discuss setting up rendering via RtD in one of the upcoming devel. meetings.

As discussed in the developers meeting, recipes covering electronic parametrization using SkProgs shall be hosted in the DFTB+ recipes. I will close this PR accordingly.
