This PR closes #17

Change license text in repo from LGPL with static linking exception to MPLv2.0
Update the README.md to reflect the change.
Update license headers in source files, where appropriate (i.e. not for libtaylor)
Added Git hooks to automate license header update pre-commit. To install the hooks locally do:
```
cd .git/hooks
cp --symbolic-link ../../.githooks/* .
```
