3 restructure template

Changes:

• Updated structure to match: https://github.com/dgahle/PythonRepositoryTemplate
• Removed objects and dirs related to building the packages (wheels, eggs, etc)
• Swapped unit tests for pytests (to be implemented)

Tests cannot pass till adas dependency has been replaced and thus the functions/classes can run.
