"Missing requirement: Google Managed APIs" trying to upgrade Eclipse plugin from 3.2.4 to 3.3.0 #230

Currently:

Eclipse 3.8.0 
Google Plugin for Eclipse 4.2 3.2.4.v201306061638-rel-r42

When I choose "Check for Updates" I get the message below:

found.
  Software being installed: Google Plugin for Eclipse 4.2 3.3.0.v201307162142-rel-r42 (com.google.gdt.eclipse.suite.e42.feature.feature.group 3.3.0.v201307162142-rel-r42)
  Missing requirement: Google Managed APIs Plugin 3.3.0.v201307162142-rel-r42 (com.google.gdt.eclipse.managedapis 3.3.0.v201307162142-rel-r42) requires 'bundle org.eclipse.m2e.core 0.0.0' but it could not be found
  Cannot satisfy dependency:
    From: Google Plugin for Eclipse 4.2 3.3.0.v201307162142-rel-r42 (com.google.gdt.eclipse.suite.e42.feature.feature.group 3.3.0.v201307162142-rel-r42)

This has been fixed in the internal update site for GPE.

using https://dl.google.com/eclipse/plugin/4.2, Eclipse still shows:
