windows dll fixes #69

Net changes aren't much, and I don't know if they're necessary. But the version bump definitely is -- I've prepped for the next one.

I wouldn't merge and mint v2.0.7 quite yet, but we're getting there. Do squash.

Actually, that RUNTIME line is the difference btwn being able to build a windows DLL or not.

Please go ahead and squash merge and mint v2.0.7
