Send ships to each player's shipyard #39

Currently only the ship closest to each opposing shipyard is being targeted as such. It would be a lot better to select ships for each opposing shipyard based on a modulus of the number of other players in the match.

It should be noted that, despite having it temporarily fixed at one point, the issue in #33 is really blocking this pretty effectively at times, and should probably be taken as a higher priority.
