Drug approval standardization #335

Drug views include "Year of Approval" as a field, but that should be qualified. Year of approval by whom, for what? Implied is that this is FDA approval for use as a therapeutic, but we should be explicit by qualifying with more descriptive field names and/or relevant meta-data if the answer to these questions vary.

Perhaps we can have a standardized card for approval status with approval year, approval authority, approval level / status?

We iterated on this a lot, but I'm still not 100% happy with where we landed.

@mcannon068nw points out this apparently-weird result. The issues are that 1) we have multiple unjoined normalized groups for this concept and 2) they are giving seemingly conflicting approval ratings. I'm actually not sure where the approved: false value is coming from (it's listed as approved on ChEMBL). Overall, though, I'd really prefer to give more granular information where available.
