Base it off of https://github.com/tjoudeh/AspNetIdentity.WebApi (written up in [this series of articles(http://bitoftech.net/2015/01/21/asp-net-identity-2-with-asp-net-web-api-2-accounts-management/))

As for part of an AngularJS front end to the web api, check out some of the code in this blog post.
