InstanceComparer should be able to ignore trailing decimals zeroes when comparing facts #35

Two facts can be equivalent but have values differing only by trialing decimal zeroes. In some cases these facts should be seen as being same.

Nah. They're not the same. However the caller may want to do some filtering on the results, and this will easier when the reporting is changed in the future.
