Design for sutsim.c (the interface exposed to the simulator by each firmware shared lib).

Tag Entry structure:

• tag
• data buffer (not required)
• data size (could be derived from type)
• data type (one of the supported types)
• subscriber_callback (pass in the data to be written)
• is_persistent
