Can't launch plugin in QGIS 3.16 #8

I'm trying to test out this plugin for a task I have, but I can't figure out how to run it in QIS 3.16. There doesn't seem to be any toolbar icon, and it doesn't show up in any menu. I tried it with QGIS 3.6 and it loads both the toolbar icon and menu item, so it must be related to the recent version.

same problem her with 3.16.7 on windows. Looking at the stack trace, the problem (at least on my machine) was occurring in qgis2web, which seems odd. I disabled qgis2web and the plug-in loaded.
