Fix proxy error #24

Fix: undefined method `empty?' for nil:NilClass

When in puppet 4 and you don't set proxy.

Why is this PR still not merged in master branch ? The last commit in master broke the project for more than one year, and this simple fix is still pending merging for also one year. Because of that, we need to uselessly fork the project just to apply it, and have to maintain an unnecessary fork with upstream
