Add Ruby 2.7, 3.0, and 3.1 to test matrix

• Cherry-picked and lightly modified from @jaynetics. He reports that he's used rspectre on Ruby 3.1 and it appears to work fine.
• Also upgrades to CircleCI's 2.1 format.
