Tracker-based priority/seed-limit options (request) #851

I would love to see in the remote GUI a way to alter the seeding properties of 
groups (ie prioritizing seeding of a certain tracker above another, or the 
ability to set a seed limit on torrents from certain trackers.) 

Alternatively, this could be implemented based on the directory location 
(folders) or by groups (although I don't think remote-gui has support for 
Transmission groups).
