Test Port shows Incoming port is closed, but it's not. #882

What steps will reproduce the problem?
1. Transmission Options - > Test Port -> Incoming Port is Closed
2. Canyouseeme.org -> Success
3. Shutdown Transmission -> Canyouseeme.org -> Error

What is the expected output? What do you see instead?
The expected output is to show the Incoming Port is open, instead it shows it 
as closed.

What version of the product are you using? On what operating system?
5.0.1 on Windows 8.1

Please provide any additional information below.
Transmission server running on Openwrt Chaos Calmer

There can be many reasons for this. One could be the actual portcheck site

portcheck.transmissionbt.com    is down.

Or maybe your firewall or network configuration could block 
portcheck.transmissionbt.com

In my Web Browser - 
http://portcheck.transmissionbt.com/51413 - > 1 *correct*
http://portcheck.transmissionbt.com/51414 - > 0 *correct*

In my router -

root@OpenWrt:~# cat 51413

- Correct

Windows Firewall disabled
Transmission Gui - Check Port - Port is disabled *incorrect*
