On the Hatch Rest Mini, the device turns on and off just fine, but when using the fan speed it changes the sound playing instead of the volume.

This is the intended behavior. The fan control is used to control the sounds, not the volume. Technically HomeKit has a "speaker" device type, but it's not actually supported well in the Home app so volume is not controllable.
