8 months ago My gut says you've probably got an Apple TV that upgraded to OS 17 sometime around then and is now running the live stream all the time as this is a common issue. Ring cameras will not send notifications when they are live streaming so this blocks all notifications for dings/motion. You should be able to see this in the Homebridge log as a stream that keeps starting every 10 minutes or so.
Unfortunately, if that is the case, there's not much that can be done about it unless you can somehow get your Apple TV to stop running the stream. Some users seem to indicate that updating to 17.1 and restarting helps, but not much conclusive evidence.
However, no matter what logs from an event are going to be required as it's pretty much impossible to troubleshoot without logs of some sort.

Describe The Bug
So i have had my hoobs device for about a year now. I have the Ring Bridge installed, Nest and dummy switches. I have been having issues with Ring since Oct 1st ish. My cameras use to notify me on my Apple TV when someone was there. They have since stopped doing that. My HomePod minis used to ring when someone rang the doorbell then stopped. I have tried a lot of things from signing out of my iCloud account on all my devices and resign in, restored my HomeKit hubs to factory settings and reset up and just yesterday i restored the hoobs to factory settings and reinstalled the bridges and reset up all the Ring stuff. Believe it or not the doorbell notification works again on the HomePod mini and i saw the picture on my Apple TV when i rang the doorbell as a test once. Then after that nothing. I can’t get it to come back and i tried unplugging all my devices again and powering them back on one by one to see if it would do anything but i had no luck. Is this a globe issue or is this an issue with the Ring plugin? I dont know what else to do. Thanks!

Expected behavior
When someone comes up my driveway i use to see a window pop up on my tv screen that showed people walking up my driveway. That doesn’t happen anymore.
