Is Wings licensed under the Tcl/Tk license? #572

I'm packaging Wings for Void Linux and the license text I found looks suspiciously identical to the Tcl/Tk license text. Is it the Tcl/Tk license? I find contradicting stuff online regarding the license.

Yes. That is what Björn used when he created Wings in -99 or so.
