Allow interested users to provide a GW2 API key and opt into a list to be called when people are interested in fractals.
Users can then specify a desired fractal level and the bot will search through those who are enrolled and have provided a key to find users who have either:
A character with an appropriate amount of AR for that level,
A personal fractal level at least as high as that level, or
Progress towards an achievement that indicates that they have previously completed a fractal within a certain range of levels of the desired level.
