Notice bomber when not kicking because target is marked unbombable #21

Bot will refuse to kick a user who is marked as unbombable, but doesn't say anything about it. This can lead to confusion for bot admins (the only people who can still bomb the unbombable right now).

Send a NOTICE to the bomber iff the target would have been kicked but wasn't.
