Move FUSE and TIMEOUT from code to config settings #38

I was recently reminded that it's high time the FUSE and TIMEOUT "constants" (Note: Python doesn't actually have constants) were converted to proper config settings. It's 2017—Sopel has had a decent config system for several releases now, and it should be used!
