I don't believe root can have a working public_html folder. This a apache 
configuration issue, rather than a phpvirtualbox issue. I suggest you place the 
phpvirtualbox folder in /var/www instead of /root/public_html, then try 
navigating to http://localhost/phpvirtualbox
