DH2023 whitepaper intro/overview post #106

This is adapted from text I drafted in July 2023 when I started attempting to wrangle the notes from the workshop. I looked, and I did use some text from the intro drafted by Jose Angel Hernandez and Mareike Bassenge - I need to check and make sure if they want to be listed before we publish this post.

The hugo theme we're using has support for posts that are part of a series; once we have a second one ready we can add that. I'm not sure how they are ordered, we may have to tweak that once we have a second post.

Do we have a tag that is appropriate for this? Should we add one, or ok to leave untagged?
