Move tox config into setup.cfg #58

• move tox configuration into setup.cfg
• figure out and use tox interpolation syntax to declare python dependencies in one place
• added a comment documenting everywhere to update python versions when supported versions change
• added documentation build to check workflow (maybe in future we can add a docs coverage check)
