(navigate.js) zoom out can go over the panRange #725

I have tried this using navigate.js(ver 1.3) from master branch.
I don't know whether it is intended by design to ignore the panRange during 
zoom,

1) With both zoomRange and panRange set, and
2) the plot is not in maximum zoom,

If I zoom out at where from near the edge, it found possible to show some area 
outside the panRange on the plot, the range can go way outside if I keep zoom 
in & zoom out at where outside the panRange.  Only Pan the plot can move it 
back in range.
