add an admin interface

I notice the API contains admin type calls within - eg various calls with
@admin_required decorators in common/api.py however I cant see any sign of
their being any references to these methods anywhere else or any
templates/views that look like admin pages.

admin_required calls are usually used by the site, for example creating users

there is a need for some admin tools though

Does the software have any sort of admin controls at present?

How did they manage the site when it was in production?

I was under the impression that I'd forgotten a step in the installation when I 
couldn't find any way to administer the instance I'd deployed at appspot. This 
is 
quite a relief!
