Separate color tables in PostgreSQL database

to ensure Paletted tiles with differently sized color tables are bucketed separately

Treatment of palette tiles:

existence will be recorded in TNRIS Lidar DEM tile database, for their knowledge & potential QAQC
these tiles will be dropped up front in the terrain_aggregator workflow, as mentioned in https://github.com/dhardestylewis/terrain_aggregator/issues/44#issuecomment-1221164597
