Tank: "Show/Hide Dashboard" re-render bug #416

To reproduce:

log out (potentially could call localStorage.clear() in the console
click "Hide Dashboard"
refresh the page
the dashboard is visible and it says "Show Dashboard"

Expected: in the last step, the dashboard should not be visible
