Create a Cookie Policy and add warning #197

In some countries it is required by law to inform users that we are using cookies. We need to write a page with our cookie policy (we need to first see some examples, but they shouldn't be hard to find). Then the first time the user logs in, we can add a warning that by using Connect, they agree to our [link: Cookies Policy]

Sorry, I missclicked. I just wanted to say that we should take care of browsers that dont support cookies
