max-address-count is a threshold #37

The text suggest it takes a real count when it is a choice between a percentage and disabled (which BTW makes more sense than a real count in particular for IPv6).

Same for max-pd-space-utilization but here the name is clearer so I don't propose to change it.

Two solutions: change the max-address-count text, or change the name to max-address-utilization (or longer max-address-space-utilization).

For state addresses use full count in 64 bits when PD uses a threshold. IMHO it does not make sense. Either you are interested by real counts and PD must use it too in particular because there are far less prefixes than addresses, or you are interested by (reached) thresholds. I think the first is the right one so both should use counts in the state and of course for notification.
