In another draft (draft-ietf-softwire-yang-16.txt) which is currently going through the RFC editor process, all of the RFCs which are referenced only by their numbers are being expanded out to give the full title of the document e.g:

"RFC 7599: Mapping of Address and Port using Translation (MAP-T)";
The DHCP module's references need to be similarly expanded where necessary.
