PHASE III - KCI DEV - Add function should filter based on selection #192

When the user is adding a site selection feature the system prompts them to select a structure type. In the drop down menu every structure type available is listed (tree site selection, eff bmp site selection, pavement removal etc.) If the user is searching by Pavement Removal and they select Add, the system should automatically filter the structure type "pavement removal site selection" based on the users selection. The whole list should only be presented when selecting by All TMDL Site Selections.

Also, this list is not complete - missing EFF BMP Site Selection and EFF BMP Retrofit Site Selection

tested in KCI DEV and verified that this is working
