Description

This PR upgrade the base ubi image to 9.4. This is needed to pass security scanners in redhat images repo.

Testing & Reproduction steps

Tested using Trivy and confirmed that no High CVE are flagged after the update

This is a feature request. Thanks for suggesting this backport! To address the issue, you can manually update the ubi image in your Consul installation. The update to ubi 9.4 is required to pass security scanners in redhat images repo.
