Remove possibility to download a TEI which already is downloaded in QueryTrackedEntityInstanceDialog #53

If a TEI is already displayed in the list in SelectProgramFragment, the TEI shouldn't be listed in the QueryTrackedEntityInstanceDialog and be available for download.

This is the only current way to download updates in server to local TEIs at the moment. Make sure #51 is implemented before implementing this feature
