Create a github CI workflow and remove Travis #164

Travis is killing .org and in the process is running terribly slowly right now. Let's see how github actions look

Promising! Without any cache, the last run took only ~2:30, compared to ~3:10 on Travis.

With the caches, it's down to only 1:45—nice!
