This PR:

Allows users to set any number of categories to any priorities, but gives clear feedback / doesn't allow them to submit if they allocate over the limit.
We also add column headers that make it clear when the user has assigned too many priorities.

Ah, yes! We knew about that but thought to merge then fix. But you're right, we should fix before this goes in.

In fact... pretty sure there's some code from the popovers that handles commas and conjugations that we can factor out now and use here.
