Heat Map: Hovering Over Countries for Info

We want to know which countries have what name as well as what scores they have. To do this, you can use d3 to create an "info box" with all of the appropriate information. Work has already been started on the branch heat_map_hover

• [x] Make scores and name pop up when you hover over a country. It should be inside of a rectangle or some sort of box which can be styled later on.

• [x] Make a function for getting the score of the country based on the current score type and year
