This pull request is merging code that will resize/scale the d3 map that is being drawn (whether it is a country, county, or district).

The map now scales automatically through the use of the fitExtent function (https://github.com/d3/d3-geo#projection_fitExtent)
Changed each simulation so that it correctly utilizes the updated code.
