Added Census Charts to Deanwood housing tab #41

I added 3 charts for each category in the housing value, monthly rent, and people per household

under each category i wrote a small description to help the reader interpret the context of each chart

Great, thank you, @mtrejo0! Adding — this PR introduces the Deanwood Housing page, and an introduction to housing. It also adds the beginning of a map component to show addresses sold over time @pauladc @erinliu1

@pauladc I updated the single address you send in from the views_deanwood function. The marker sent over was working, it was just wayyyy outside of the map rectangle in view.
